New conference report: Who holds the power in Europe?
The discussions benefitted from representation from a broad spread of nations from within Europe and some key counterpoint voices from without, notably from the US and Canada. There was broad agreement about where the balance of power lay currently, and the conference arrived at a number of practical policy suggestions for the way forward. These and the discussion are summarized in the attached Director’s Note.
